Demanding the Trump Administration and the U.S. Department of Agriculture (USDA) to restore the funding that was cut for programs supporting Pennsylvania food banks and schools accessing local produce, which will endanger food security for vulnerable children and families in Philadelphia and further deepening the crisis of hunger in the City.

Recognizing April 2025 as Fair Housing Month in the City of Philadelphia and celebrating the passage of the Fair Housing Act of 1968.

Calling on the Trump Administration to reverse the termination of an Environmental Protection Agency (EPA) grant awarded to the City of Philadelphia to support efforts to address flooding in Eastwick, a community that has been disproportionately impacted by environmental injustice and hardships.

Calling on the Trump Administration and the Department of Health and Human Services (HHS) to preserve funding and administrative support for Head Start, prevent program disruptions, and protect access to early childhood education for low-income families.

Authorizing the Philadelphia Land Bank to dispose of 1911 Mountain Street located in the 2nd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Honoring United States Senator Cory Booker for his courageous and historic 25-hour Senate floor speech, standing in defense of America's core democratic principles and Constitutional values.

Honoring Victim/Witness Services of South Philadelphia for 35 years of dedicated service to those affected by violence in South Philadelphia and across the City.

Repealing in their entirety the following Ordinances, all approved December 23, 2024: Bill No. 240966 (granting the necessary authorizations for the City to help facilitate development of a new arena for the Philadelphia 76ers); Bill No. 240967 (authorizing the execution of a Service Agreement between the City and PAID); Bill No. 240968 (authorizing striking Filbert Street from 10th Street to 11th Street from the City Plan; Bill No. 240969 (authorizing striking certain aerial portions of Tenth Street between Market Street and Filbert Street from the City Plan); Bill No. 240970 (authorizing the construction and maintenance of various right of way encroachments in the vicinity of the proposed arena); Bill No. 240963 (amending the existing Gallery at Market East Tax Increment Financing District in the area of the proposed arena); and Bill No. 240973 (approving the amendment of a neighborhood improvement district in the area of the proposed arena).

Repealing in its entirety Bill No. 240971 (approved December 23, 2024), entitled "An Ordinance amending Title 14 of The Philadelphia Code, entitled Zoning and Planning, by amending certain definitions relating to signs; creating an "Arena Area" within the "/CTR, Center City Overlay District" overlay; and making related changes, including a master plan requirement and changes to accessory sign controls; all in connection with zoning rules for a proposed arena in Center City; and approving a master plan for the Arena Area; all under certain terms and conditions."

Repealing in its entirety Bill No. 240972 (approved December 23, 2024), entitled "An Ordinance amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by revising certain provisions of section 14-906, entitled "Market Street East Sign Regulations," all under certain terms and conditions."

Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2026 through 2030, and incorporating revisions with respect to Fiscal Year 2025, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority pursuant to an Intergovernmental Cooperation Agreement by and between the City and the Authority.

To amend Chapter 19-4400 of The Philadelphia Code, entitled "Development Impact Tax," to end imposition of the tax, under certain terms and conditions.

Amending Chapter 19-1400 of The Philadelphia Code, entitled "Realty Transfer Tax," by revising the rate of the tax, all under certain terms and conditions.

Amending Section 10-1001 of The Philadelphia Code, entitled "Fees of Commissioner of Records," to increase the portion of fees for the recording of deeds and mortgages and related documents to be used for Housing Trust Fund purposes, under certain terms and conditions.

Authorizing transfers in appropriations for Fiscal Year 2025 from the General Fund, certain or all City offices, departments, boards and commissions, the Water Fund, certain or all City offices, departments, boards and commissions, and the Grants Revenue Fund, certain or all City offices, departments, boards and commissions, to the General Fund, certain or all City offices, departments, boards and commissions, the Aviation Fund, certain or all City offices, departments, boards and commissions, and the Transportation Fund, certain or all City offices, departments, boards and commissions.

To amend Bill No. 240181 (approved June 14, 2024), entitled "An Ordinance To adopt a Fiscal 2025 Capital Budget," by revising various appropriation amounts and totals, all under certain terms and conditions.

To amend Bill No. 240182 (approved June 14, 2024), entitled "An Ordinance to adopt a Capital Program for the six Fiscal Years 2025-2030 inclusive," by revising various appropriation amounts and totals to conform to amendments to the FY2025 Capital Budget Ordinance, all under certain terms and conditions.

Amending Section 19-1806 of The Philadelphia Code, entitled "Authorization of Realty Use and Occupancy Tax," to eliminate certain exemptions, all under certain terms and conditions.
