April 22, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am transmitting for the consideration of your Honorable Body a draft of a Resolution entitled: RESOLUTION Extending approval of the 2025-2026 Housing Opportunities Made Easy (H.O.M.E.) Program Annual Program Statement and Budget, which addresses expenditures by various agencies in the first year of the H.O.M.E. Program, to constitute approval of spending in Fiscal Year 2027, pursuant to that same Program Statement and Budget. Honoring the 75th anniversary of the adoption of the Philadelphia Home Rule Charter by the voters of the City of Philadelphia and celebrating the importance of local government and civic engagement.

Honoring and recognizing Jaheim Warner for his heroism, service and exemplary character.

Authorizing the establishment of the "Special Investigative Committee on Construction Practices in the City of Philadelphia" to investigate the partial collapse of the Children's Hospital of Philadelphia garage on April 8, 2026, and other construction projects in the City. In furtherance of such investigation, the Special Investigative Committee is authorized to hold public hearings and issue subpoenas to compel the attendance of witnesses and the production of documents to the fullest extent authorized under Section 2-401 of the Charter, and to develop recommendations for construction practices to protect the City's workers and neighborhoods.

Reappointing Hassan Bennett to the Citizens Police Oversight Commission.
