Amending Section 2 of an Ordinance (Bill No. 220639), approved January 10, 2023, entitled "An Ordinance Authorizing the revision of lines and grades on a portion of City Plan No. 27-S by striking from the City Plan the easterly twenty feet wide portion of Swanson Street from Wolf Street to Snyder Avenue, striking from the City Plan and vacating the legally open portion of Vandalia Street from Wolf Street to Weccacoe Avenue, and reserving and placing on the City Plan a right-of-way for sewer and drainage purposes within the portion of Swanson Street being stricken and authorizing acceptance of the grant to the City of the said right-of-way, all under certain terms and conditions, including the dedication to the City of the beds of the remaining unopened portions of Swanson Street from Wolf Street to Jackson Street and from Jackson Street to Snyder Avenue," by extending the period for compliance with the terms and conditions stated therein.

Establishing parking regulations in the vicinity of York street between Almond street and Mercer street; Clarion street between Dickinson street and Tasker Street; Ellsworth street between S. 7th street and S. 8th street; Annin street between Marshall street and S. 7th street; Ellsworth street between Passyunk avenue and S. 9th street; Pierce street between S. 12th street and S. 11th street; McClellan street between S. 9th street and S. 10th street; Jackson street between S. 5th street and S. 6th street; Cross street between S. 5th street and S. 4th street; S. 5th street between Morris street and Tasker street.

Establishing parking regulations in the vicinity of Wildey Street between Columbia Avenue and Earl Street; Dunton Street between Wildey Street and Girard Avenue; Earl Street between Girard Avenue and Wildey Street; S. 7th Street between Johnston Street and Bigler Street.

Authorizing various encroachments in the vicinity of 1625 South 2nd Street, Philadelphia, PA 19148, under certain terms and conditions.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 2049 East Hagert St, Philadelphia, PA 19125, under certain terms and conditions.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 1525 S 9th St, Philadelphia, PA 19147, under certain terms and conditions.

Also naming Market Street from 7th to 8th as Emma Chappell Way, in honor of the trailblazing work she did to establish the City's first bank operated by a Black woman.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 542 Christian St., Philadelphia, PA 19147, under certain terms and conditions.

Authorizing the vacating of Clarion Street from Addison Street to its terminus northwardly therefrom and the reserving and plotting upon City Plan No. 308 of a right-of-way for sewer and drainage purposes and water main purposes within the lines of said Clarion Street being vacated and authorizing acceptance of the grant to the City of the said right of way, under certain terms and conditions.

Authorizing transfers in appropriations for Fiscal Year 2024 from the General Fund from certain or all City offices, departments, boards and commissions, the Water Fund from certain or all City offices, departments, boards and commissions, the Grants Revenue Fund from certain or all City offices, departments, boards and commissions, and the Transportation Fund from certain or all City offices, departments, boards and commissions, to the General Fund to certain or all City offices, departments, boards and commissions, to the Water Fund to certain or all City offices, departments, boards and commissions and to the Transportation Fund to certain or all City offices, departments, boards and commissions.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 1148-50 S. 11th St., Philadelphia, PA 19147, under certain terms and conditions.

Recognizing the 300th Anniversary of the Carpenters' Company of the City and County of Philadelphia. The Nation's oldest trade guild and the stewards of Carpenters' Hall.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to create smart loading zones and a camera-based enforcement systems for designated parking violations, revise the procedures for identifying and handling stolen vehicles prior to towing, amend the parking violations subject to towing, and make related technical changes, all under certain terms and conditions.

Amending Section 14-500 of The Philadelphia Code, entitled "Overlay Zoning Districts," by amending Section 14-502, entitled "CTR/Center City Overlay District and 14-702, Floor Area, Height, and Dwelling Unit Density Bonuses, and creating Section 14-542, entitled "/PCH, Philadelphia Chinatown Overlay District," and making related changes all under certain terms and conditions.

Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to enter into a sublease agreement with the Philadelphia Municipal Authority, for use by the City of a portion of the premises located at 1 S. Broad Street, Philadelphia, Pennsylvania, under certain terms and conditions.

Honoring, and congratulating Thomas Jefferson University on the occasion of their 200th Anniversary and recognizing October 26, 2024 through November 1, 2024 as Jefferson Bicentennial Week in the City of Philadelphia.

Amending Section 14-500 of The Philadelphia Code, entitled "Overlay Zoning Districts," by amending Section 14-502, entitled "CTR/Center City Overlay District", and creating Section 14-542, entitled "/PCH, Philadelphia Chinatown Overlay District," in an area generally bounded by Vine Street, 9th Street, Filbert Street, and 13th Street, with regulations to address use controls, affordable housing, bulk and massing controls, parking, and signage, all under certain terms and conditions.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank a deed conveying title to 2351 S. Beulah Street, located in the 1st Councilmanic District, pursuant to the requirements of the Commonwealth Land Bank Act.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 2750 Amber Street, 2850 Amber Street, 2041 E. Auburn Street, 2730 Emerald Street, 2762 Emerald Street, 2787 Emerald Street, 2730 Frankford Avenue in the First Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Amending Chapter 9-4100 of The Philadelphia Code, entitled "Promoting Healthy Families and Workplaces," to modify the manner in which certain leave benefits are administered during a pandemic or epidemic, and making technical changes, all under certain terms and conditions.

Designating the week of Sunday, October 13 through Saturday, October 19, 2024 as "Italian American Heritage Week" in the City of Philadelphia. This is done in celebration of the countless contributions Italian Americans have given to our country and honoring Lisa Ann Walter as Grand Marshall of the 2024 Philadelphia Italian American Heritage Parade.

Appointing Gil Arends to the Board of Directors for the South Street Headhouse District.
