Philadelphia Legislation

Proposing an amendment to the Philadelphia Home Rule Charter providing for the creation of the Office of the Youth Ombudsperson; and providing for the submission of the proposed amendment to the electors of Philadelphia.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to The Philadelphia Home Rule Charter relating to the creation of the Office of the Youth Ombudsperson; and authorizing and directing the appropriate officers to publish notice and to make arrangements for the special election.

Approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the Belmont Nos. 1, 2, 3 Urban Renewal Area, identified by house number and street address as 4016-18 Powelton Avenue, 4020 Powelton Avenue, 4022 Powelton Avenue, 4024 Powelton Avenue, and 46-48 Wiota Street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Neighborhood Gardens Trust and to take such action as may be necessary to effectuate the redevelopment contract.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank deeds conveying title to 3810 Haverford Avenue and 3712 Wallace Street, located in the 3rd Councilmanic District, pursuant to the requirements of the Commonwealth Land Bank Act.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank a deed conveying title to 3830 Wallace Street, located in the 3rd Councilmanic District, pursuant to the requirements of the Commonwealth Land Bank Act.

Authorizing the Joint Committees on Housing, Neighborhood Development, and the Homeless and on Transportation and Public Utilities to hold hearings to investigate the impacts of unaffordable water bills on residential tenants in Philadelphia and to seek out best practices, policy changes, and new ideas to make water affordability and assistance programs more available for residential tenants.

Recognizing and determining that Bill No. 250804 remains under active consideration by this Council.

Amending Chapter 19-1600 of The Philadelphia Code, entitled "Water and Sewer Rents," by revising income eligibility standards for rate discounts and installment payment agreements, all under certain terms and conditions.

Amending Section 19-1604 of The Philadelphia Code, entitled "Charges Where Water Meter Has Become Defective," by authorizing the reduction of customer water bills due to defective or inaccurate water meters, under certain terms and conditions.

Calling on the Pennsylvania State Senate to approve House Bill 504, the Community Energy Act, and the Legislature of the Commonwealth of Pennsylvania to pass this legislation to allow for the creation of community energy programs in Pennsylvania.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 4435-37 Baltimore Ave, Philadelphia, PA 19104, under certain terms and conditions.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 5021-23 Baltimore Ave, Philadelphia, PA 19143, under certain terms and conditions.

Designating Thursday, October 9, 2025 as 'Children's Environmental Health Day' in the City of Philadelphia, and recognizing the importance of clean air and water, safe food and consumer products, healthy environments and a stable climate to children's health and development.

Recognizing Stephen "Scooter" Fulton Jr.'s outstanding achievements and contributions to the boxing community and his unwavering dedication to the City of Philadelphia.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 5015 Baltimore Ave, Philadelphia, PA 19143, under certain terms and conditions.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending certain provisions of Chapter 14-500, entitled "Overlay Zoning Districts," by creating the "/UCO, University-Community Overlay District"; and by making related changes, all under certain terms and conditions.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 4152 Viola Street, 4154 Viola Street, 4200 Viola Street, 4202 Viola Street, 4204 Viola Street, 4220 Viola Street, 4227 Viola Street, 4153 Leidy Avenue, 4157 Leidy Avenue, 4205 Leidy Avenue, 1703 N. 42nd Street, 1711 N. 42nd Street, 1129 N. 41st Street, 1135 N. 41st Street, 1201 N. 41st Street, 1205 N. 41st Street, 1207 N. 41st Street in the Third Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," to prohibit contractors providing solid waste, recycling or composting services to the City from incinerating discarded matter, under certain terms and conditions.

Authorizing the Philadelphia Land Bank to dispose of 1610 S. 56th Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 5417 and 5425 Florence Avenue located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.
