Honoring Super Bowl champion Fletcher Cox on the occasion of his retirement from the National Football League, and recognizing Fletcher's historic career with the Philadelphia Eagles.

Urging the Pennsylvania General Assembly to allocate full funding for Governor Shapiro's proposed Office of Gun Violence Prevention and the anti-violence initiatives that the Office would coordinate to address the epidemic of gun violence across the Commonwealth of Pennsylvania.

Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2025 through 2029, and incorporating revisions with respect to Fiscal Year 2024, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority pursuant to an Intergovernmental Cooperation Agreement by and between the City and the Authority.

Amending Chapter 16-700 of The Philadelphia Code, entitled "Philadelphia Land Bank," to allow interested parties to require open bidding when the Land Bank seeks to exercise special authority to acquire property at a Sheriff's sale and allow prior owners to redeem property when such special authority is exercised, all under certain terms and conditions.

Urging the Middle States Commission on Higher Education to reverse its decision to place Cheyney University on probationary status and calling on the Commission to work collaboratively with the University's leadership to restore the historic HBCU's academic status.

Amending Title 14 ("Zoning and Planning") and Title 18 ("Commerce") of The Philadelphia Code to clarify responsibilities of the Department of Aviation, and eliminating provisions related to passenger charges, all under certain terms and conditions.

Authorizing the creation of the Philadelphia Task Force on Food Insecurity to study and develop proposals, strategies, and recommendations to alleviate hunger and increase access to high quality food in the City of Philadelphia.

Authorizing the reconvening of the Philadelphia Tax Reform Commission and its Advisory Committee to conduct an updated comprehensive analysis of all taxes imposed in the City of Philadelphia, and to make recommendations concerning tax reforms that support the City's economic growth and competitiveness.

Authorizing the creation of a Special Committee on City and Private Sector Diversity, Equity and Inclusion Policies to examine the impact of such policies and to provide practical, evidence-based recommendations to enhance policy effectiveness in the promotion of minority, women and disabled-owned businesses in the City of Philadelphia.

Appointing Paul Levy to the Board of Directors of the Center City District.

Authorizing requests to the Law Department to represent City Council in appeals from decisions of the Philadelphia Zoning Board of Adjustment and, if the Law Department declines to render such services to City Council, authorizing the retention of outside counsel to provide such services.
